Steuben County Council approves appropriations for public defender hires, EMS staffing and highway needs

Steuben County Council members on Sept. 16, 2025 approved multiple fund transfers and additional appropriations to cover department needs through the end of the year, the council recorded in its meeting minutes.
The meeting, held at the Steuben Community Center in Angola, included a Drain Fund transfer request from County Surveyor Jim Slabaugh of $32,371.15 and an additional appropriation request of $1,500 for utility markers; the council authorized $1,200 to cover the cost. County Highway Engineer Chip Porter secured two additional appropriations: $33,500 for Fund No. 1169 to purchase cold patch asphalt and a new pickup truck, and $53,358.41 for Fund No. 1176 to buy garage and tractor supplies and cover gas and oil costs. Both highway requests passed unanimously.
HR Administrator Erin Schiffli presented requests submitted on behalf of Chief Public Defender Foy McNaughton to fund two paralegal positions for the remainder of 2025: $29,650 (Fund No. 1000.10137.00000.0271) and $12,890 (Fund No. 1000.10134.00000.0271), a combined $42,540. Additional requests of $2,500, $5,000 and $10,000 (total $17,500) were listed for phone and software expenses. The council approved the public defender appropriations 7–0.
EMS Administrator Jay Curry asked the council to transfer $41,909 from Fund No. 1000.11000.00000.0301 and $19,000 from Fund No. 1000.12700.00000.0301 into Fund No. 1000.14100.00000.0301, a total transfer of $60,909 to address a shortfall for part‑time staffing through year end; the transfer was approved 7–0.
Sheriff Rodney Robinson requested $8,000 from Fund No. 1156.30001.00000.0000 to replace aging patrol rifles (some dated to 1996). The request noted a trade‑in credit and an approximate fund cash balance of $82,000; the council approved the purchase 7–0. Judge William Fee also received approval for a $5,000 additional appropriation from Fund No. 1000.30303.00000.0201 to cover court psychological evaluations.
EMA Director Lee Greenamyer presented two applications to the State Homeland Security Grant Program; both grant proposals were approved unanimously. Auditor Kelli Johnson presented Additional Appropriation Resolution No. 09‑2025‑01 and the board accepted the August 2025 financial comparison report as reviewed.
Most motions recorded in the minutes passed unanimously with seven ayes and zero nays. The council recorded vote counts and the names of movers and seconders for each motion in the official minutes. The meeting adjourned after completing the agenda and related business.
