Committee considers Cally Younger for energy office administrator; sends civics education and irrigation drafts to print

The Senate State Affairs Committee considered the gubernatorial appointment of Cally Younger to be Administrator of the Office of Energy and Mineral Resources and heard her describe a background in law and federal resource policy. Younger said she previously worked for the Department of the Interior, in a solicitor general’s office and with a former governor; she cited experience with nuclear policy, public land management and administering rural energy grants.
When asked about a proposed merging of the Office of Energy and Mineral Resources with the Office of Species Conservation, Younger said the two offices had overlapping functions and that leveraging their funds could produce a more comprehensive portfolio.
Separately, Senator Anthon introduced RS 33435, a draft to codify civics education expectations across public schools and to extend complementary instruction into English classes so students encounter historical documents across disciplines. Senator Adams moved to send the draft to print; Senator Toews seconded and the motion carried by voice vote.
Senator Anthon also introduced RS 33460 to relax residency requirements for directors of small irrigation districts (15,000 acres or less) where many farmers live off district lands; Senator Harris moved to send the draft to print, Senator Den Hartog seconded, and the motion carried.
Chairman Guthrie adjourned the meeting at 9:18 a.m.
