The Senate State Affairs Committee met Feb. 24, 2025, in Room WW55 and took a series of procedural and substantive actions, approving committee minutes, forwarding gubernatorial appointments and advancing multiple draft statutes. Chairman Guthrie called the meeting to order at 8:00 a.m. and the committee approved the minutes of Feb. 10 and Feb. 12 by voice vote.
The committee considered two gubernatorial nominees: Kevin Settles for reappointment to the Idaho Commission on Human Rights, who cited 12 years of prior service and experience supervising roughly 400 employees, and Jim Woodward for the Idaho Endowment Fund Investment Board, who described local board service and emphasized balancing distributions and long-term investment returns (the 2024 distribution was cited as $100 million). Both appointments were presented to the committee during the agenda.
Several committee-sponsored drafts and request statutes (RS) were advanced to print: RS 32476 (removing a newspaper-notification requirement for self-storage removal notices), RS 32453 (treating certain gold and silver coins and bullion as legal tender for limited purposes), and RS 32483 (a proposed $30 million annual Water Management Account to support water infrastructure projects with regional rotation and annual Water Resource Board reporting). Motions to send those drafts to print carried by voice vote.
The committee also moved several bills through committee action: S 1117 (fiscal-note updates for citizen initiatives) and S 1079 (clarifying post-judgment application of the Idaho Patient Act) were reported to the floor with do-pass recommendations; S 1118 (updating procurement thresholds in Title 67) was reported with a do-pass recommendation. S 1111, a digital advertising disclosure bill, and H 16, an Athletic Commission exemption for charity fight events, were both sent to the 14th Order of Business for possible amendment to incorporate stakeholder feedback. All recorded motions passed by voice vote. Vice Chairman Bernt adjourned the meeting at 9:21 a.m.
