State Affairs panel advances open-meetings language, sends several measures to print and moves a treasurer advisory appointment to the floor

The Senate State Affairs Committee on Feb. 19 advanced several procedural and regulatory items, sending multiple research statutes (RS) to print and forwarding one bill to the floor.
Senator Adams introduced RS 32360, which would require an additional fiscal-impact statement after signatures are collected for an initiative petition; the committee voted to send RS 32360 to print. The committee also approved RS 32411, which updates procurement statutes for political subdivisions related to bid thresholds and public-works procurement, and voted to send it to print.
Chairman Guthrie yielded to Sarah Bettweiser of Cygnet, representing DailyPay, for a presentation on RS 32422, described as the Idaho Earned Wage Access Services Act. Ms. Bettweiser said RS 32422 would establish a regulatory framework including licensing and reporting requirements, exemptions and procedures for businesses offering earned-wage-access services; the committee voted to send the draft to print.
On H 172, a bill amending open-meetings law to clarify provisions for items removed from consent agendas, Senator Toews explained the measure had been drafted in collaboration with former Senator Geoff Schroeder and the Association of Idaho Cities. Hayden City Councilmember Ed DePriest and Hayden Mayor Alan Davis testified in opposition on grounds of local control. Senator Den Hartog moved to send H 172 to the floor with a do-pass recommendation, and the motion carried by voice vote.
In personnel business, Senator Harris moved to forward the gubernatorial reappointment of Reed Hansen to the Treasurer’s Investment Advisory Board to the full Senate with a recommendation of confirmation; Senator Den Hartog seconded and the motion carried by voice vote. The committee also approved its minutes from Feb. 10, 2025, by voice vote and adjourned at 9:40 a.m.
The committee took no final action on the gubernatorial reappointment of Joe McNeal to the Idaho Commission on Human Rights during this session; Mr. McNeal provided testimony about the commission’s role in addressing discrimination complaints.
