Putney Selectboard approves warrants, Green Mountain Power pole work; hears year‑end financials

The Putney Selectboard on July 24 approved routine minutes and warrants, authorized Green Mountain Power to replace utility poles on two town roads, and received the town manager’s end‑of‑year 2023 financial report.

Eric McGowan moved to approve the minutes of July 10, 2024; Nate Snell seconded and the motion passed. The board also approved a payroll warrant dated July 26, 2024 for $30,496.44 and accounts‑payable covering July 13–26, 2024 totaling $60,347.94; the motion to approve the warrants was made by Eric McGowan and seconded by Nate Snell.

Fletcher Proctor moved to grant Green Mountain Power permission to replace poles, guides and wires along West Hill Road (Project No. 182325) and Westminster Road (Project No. 189517). Eric McGowan seconded and the motion passed.

Town Manager Karen Astley presented the end‑of‑year 2023 financials and thanked Treasurer Kim Munro for the work on the report. The manager’s written report also summarized ongoing zoning activity (including about 52 grievances filed to date and several open zoning matters), intermunicipal staffing conversations, recent equipment orders, and agenda planning for the August 7 meeting.

Selectboard members noted other routine items: Nate Snell said he will meet with a group on July 25 regarding Cannabis Control Board process and procedure; Fletcher Proctor reported no progress on operating principles or public participation reviews; Aileen Chute suggested discussing the town ordinance controlling alcohol use on town property at a July 29 work session, with Peg Alden raising the possibility of also addressing cannabis use.

The board set a July 29 in‑person work session at the fire station and a regular meeting for August 7, 2024, then adjourned at 6:30 p.m.
