The Putney Selectboard voted Aug. 7 to approve a water and sewer allocation for Lot 2 (a proposed duplex) on Old Depot Road after the Town Manager read an application email from Elizabeth Warner of Wheeler & Warner Properties.
Town Manager Karen Astley recommended approval for the residential Lot 2 but not for Lot 1 at this time; she told the board that connection fees can be prohibitive for some applicants and suggested the town review its connection-fee policy.
Fletcher Proctor recused himself from the vote; the motion to approve allocation for 0 Old Depot Road, Lot 2 passed with four votes in favor and one abstention by Proctor.
The board directed that connection fees be collected for the approved hookup and signaled interest in evaluating whether the fee structure unreasonably limits gentle infill development.
No further conditions or engineering contingencies were recorded in the minutes; the Selectboard did not approve a connection for Lot 1 at the meeting.
