The Richland County Administrative Finance Committee on July 21 received a recommendation from the Richland County Conservation Commission to accept a donation of roughly 20.99 acres adjacent to the Broad River in the Saint Andrews area, staff told the committee.
Brown, speaking for staff, said the parcel is largely in a floodway or special flood hazard area and described a mix of wetland and upland topography. "The Richland County Conservation Commission ... are recommending county council accept the donation, of 20.99 acres with an undeveloped parcel of land," Brown told the committee, adding that a TMS number is shown on the agenda materials.
County administration and legal told the committee they have unresolved matters and are not recommending immediate approval. Staff and the county attorney flagged outstanding items that need to be closed before the county should act. Committee members responded by asking staff to bring the item back once legal and administrative concerns are addressed. Councilmember Livingston moved to move the item to a future Administrative & Finance Committee meeting; the motion was amended to table the matter until outstanding issues are resolved and the committee voted unanimously to table the donation.
A separate agenda item, a proposed Fayetteville Farm conservation easement, prompted a motion to enter executive session for attorney advice under SC Code §30‑4‑70. The committee voted to enter executive session; the transcript records that the committee received attorney advice on items 4b, 4c and 4d and that "there were no actions taken in the executive session." After returning to open session the committee again voted to table item 4c and directed the county administrator to consider potential modifications informed by the attorney's guidance and return with options.
No purchase, acceptance or conveyance of property occurred at the meeting; the committee directed staff to resolve legal and administrative issues and to return the items for further committee or council consideration.
