County committee approves Peddak copier contract, procurement director says it will save about $60,000 a year

The Richland County Administrative Finance Committee unanimously approved a contract award July 21 to continue the county's cost‑per‑copy arrangement with Peddak Company, county procurement director Jennifer Ladyskin told the committee.
Ladyskin said the county historically used a cost‑per‑copy approach that avoided paying for unused allowances and that a recent change in the state contract to a rental model would be less favorable for the county. "The ballpark is around, I wanna say, dollars 60,000 per year in savings," Ladyskin said, adding that moving to the state's rental program would have increased costs by about $30,000 and also could require the county to book the contracts as a liability under GASB 87.
The director described the county's past lower usage during the COVID period as one reason the cost‑per‑copy model fit the county's needs. After Ladyskin's presentation the committee moved the item, received a second and voted; the clerk recorded yes votes from Pugh, Little, Livingston, Weaver and Aileen.
The committee took no further conditions on the award during the meeting; procurement staff will proceed with contract award and implementation under the county's usual procurement procedures.
