City attorney urges stepwise zoning code revisions, follows up on marina project

Steve Ramunni, Moore Havens city attorney, reported on a conference call with the city clerk, city manager and the city planner about several code sections that need revision. Ramunni recommended focusing first on zoning language and paring down listed industrial uses so the city can reduce the risk of intensive industrial projects locating inappropriately.
Ramunni said the marina development needs continued coordination and that he will follow up with the countys review contact to keep that project moving. When Mayor Wayne Browning asked whether the intention was to rezone property, Ramunni clarified his goal was to narrow or clarify permissible uses rather than undertake a wholesale rezoning.
Clerk Ashley Wills told the council the citys current practice gives new businesses a large degree of reliance on a self-declaration of intended use; Ramunni and Wills said the council could adopt updated zoning language chapter-by-chapter with planner input. Ramunni noted prior code enforcement ordinance updates completed before a former staffers retirement, saying zoning was the most potentially litigious area and recommending careful, phased changes.
No final ordinance or ordinance reading was introduced at the July 15 meeting; the item was a staff direction and status update.
