Treasure County commissioners approved a permit allowing a 2-inch waterline to cross a county road in the Mission Valley/Cedar Coulee area after staff confirmed the crossing plan and the applicant agreed the county would not be held responsible for any damage from maintenance work.
Commissioner (speaker 4) moved that the county "approve it," a motion that was seconded and passed by voice vote. The permit application states the line is a 2-inch waterline and includes a clause that Treasure County will not be responsible for damage from road maintenance.
The board also took up a disputed contractor invoice for road work that had been billed at about $78,000. Commissioners and road staff described the county's role as traffic control and a limited contribution of equipment and manpower. Commissioner (speaker 4) said the county should protect taxpayers and not automatically pay the full amount without an itemized justification, noting the bid did not appear to account for equipment rental and other costs the bidder later shifted onto the county. Staff estimated the county'provided traffic control, use of a water truck and blade and three employees helped absorb a portion of the contractor's workload.
In finance business, commissioners accepted the county budget for the period presented after a motion to approve was made on the record. Staff said final revenue spreadsheets and supporting documents will be circulated to the board when complete.
No formal ordinance or long-term commitment was made at the meeting on the disputed contractor bill; commissioners asked staff to follow up with the bidder and to supply an itemized breakdown of the $78,000 charge for later consideration.
The meeting also included administrative items and future agenda planning; commissioners set a reconvene after lunch and directed staff to circulate more detailed budget and claims paperwork for follow-up.
