Parkston council tentatively awards $640,794 apron and taxiway contract, authorizes FAA grant paperwork

The Parkston City Council on May 12 tentatively awarded the Apron and Connector Taxiway improvements (AIP Project #3-46-0042021/022-2026) to Feistner Gravel and Excavation, LLC, Woonsocket, S.D., for $640,794.60, far below the engineer’s estimate of $958,788.00.
Councilmembers noted the project funding structure is 95% federal, 2.5% state and 2.5% city. The tentative award is contingent on the receipt of FAA grant offers. Matt Hoffman moved to make the tentative award; Dale Hofer seconded the motion, which passed with all present voting Aye.
After the tentative award the council authorized Mayor Tim Semmler to sign FAA grant applications, FAA grant offers and all necessary construction contract documents for the project. That authorization passed on a unanimous vote (motion by Jeff Murtha, second by Matt Hoffman).
Why it matters: the low bid reduces local share exposure for a significant airfield improvement and moves the city closer to starting construction once federal grant offers are finalized.
Next steps: the award remains contingent on formal FAA grant offers and the execution of grant and construction documents. The city will proceed with contract execution only after those grant offers are received and accepted.
