CSWD reports $3 million fraud affecting MRF project but board approves FY27 budget

Chittenden Solid Waste District officials told the Saint George Selectboard on May 21 that a $3 million fraud affecting their materials recovery facility (MRF) construction project created a funding gap they plan to bridge with temporary borrowing while preserving core services.
John Balparda, CSWD director of finance, presented the FY27 budget proposal showing $19.5 million in revenue and $16.1 million in expenses. He said CSWD made cuts to existing expenses after the fraud was discovered and that the district may seek a short-term loan to recover over about two years. The budget presentation also noted planned fee increases at several facilities and an increase in the solid waste management fee to $41.92 per ton for haulers.
After brief discussion the Selectboard voted to approve the CSWD FY27 budget as presented. The vote was moved by Selectboard member Adam Dantzscher and seconded by Judy Scott.
