Alabama parole board denies most parole requests, grants several pardons and conditional paroles

The Alabama Board of Pardons & Paroles met Aug. 5, 2025, in Montgomery and voted on a full docket of pardon and parole requests, denying many paroles while approving a mixture of pardons and conditional paroles.

Chair Hal Nash presided over the session and recorded that the hearings were conducted under Alabama Code, Title 15, Chapter 22. Board members Darryl Littleton and Gabrelle Simmons were present; Nicole Lewis served as board secretary and recorded the actions.

The board approved minutes from its July 31 meeting on a motion by Board Member Gabrelle Simmons, seconded by Board Member Darryl Littleton. The board then proceeded through its daily docket.

Parole denials and reset dates: The board denied parole for Cedric D. Brooks (AIS 162905), setting a reset date of July 2028; denied Terry J. Mays (AIS 332320) with a reset date of July 2027; denied Curtis L. Martin (AIS 294953) with a reset date of August 2026; denied several other parole requests and assigned reset dates where noted in the docket. Several denials reflected victim or victim-family opposition recorded in the minutes; for example, speakers listed against parole in multiple cases included Venesha Bradley (VOCAL) and Jackie Fowler, VSO in the Attorney General’s Office.

Paroles granted with conditions: The board granted parole to Earl J. Palmer (AIS 273545) with a special condition requiring an approved home plan and referral to Redemption Earned for Reentry Assistance. Tandi L. Cheatwood (AIS 340083) and Justin J. Hammonds (AIS 265941) were granted parole subject to halfway-house placement or the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring, NA/AA participation, mental-health follow-up and drug assessment upon release. Other granted paroles in the docket were conditioned similarly and listed by AIS on the published docket.

Pardons and restorations: The board granted several pardons — some limited to restoration of voting rights and others granting relief from the habitual offender act and firearms disabilities. Examples recorded in the minutes include Joshua B. Kujan (AIS 249896), who received restoration of voting rights only, and Cedrick L. Martin (AIS 826317), who was granted a full pardon restoring civil and political rights. Multiple other pardons were recorded with restrictions as noted in the docket.

Procedural notes and special actions: The board briefly reopened the hearing for Courtney Jenkins (AIS 259248) to receive additional testimony from her grandmother, June Jeffries; that motion was made by Board Member Darryl Littleton and seconded by Board Member Gabrelle Simmons. After hearing the additional testimony, the board voted to deny parole and set a reset date of May 2026. The meeting record also includes a published list of parolees declared delinquent on Aug. 5, 2025.

What the decisions mean: Most paroles granted were conditional, tying release to approved residence plans, participation in reentry programs such as PREP, electronic monitoring and substance‑use and mental‑health follow-up. Pardons recorded with restrictions typically noted relief from habitual‑offender penalties and firearms disabilities or, in some cases, only restoration of voting rights. The minutes do not record individual roll-call votes for each docket item; outcomes are recorded in summary form in the board minutes and in the docket appendices.

The board reviewed delinquent files included in the meeting materials and adjourned at 2:32 p.m.; the next meeting was scheduled for Aug. 6, 2025, at 8:00 a.m. at the same address.
