Spicer Group says MDOT will fund local bridge inspections under new regional contracts; Alanson’s swing bridge covered

Council members reviewed correspondence from Rich Kathrens of Spicer Group about statewide MDOT-led contracts to complete Local Agency bridge inspections over the next three to five years. The correspondence said MDOT selected one prime consultant per region and that Spicer Group was selected for the North Region; the team includes several specialty firms and will fund inspections that meet the federal bridge-inspection program for National Bridge Inventory (NBI) structures.
The email described covered inspections — routine, fracture-critical/NSTM, waterway and scour inspections, conversion to the new SNBI specification, load ratings and complex inspections including mechanical and electrical elements — and said those inspections will be funded through the MDOT contract. The correspondence also clarified that items outside the federal inspection program — for example, costs to assemble funding applications, maintenance, construction and plan preparation — are not included.
The note highlighted that only three movable local bridges in the North Region are owned by local agencies (Manistee, Alanson and Alpena) and said adding WJE to the team gives access to mechanical and electrical engineers experienced with movable structures. Spicer Group indicated it will contact agencies to schedule inspections once contracts are finalized.
