The Burlington City Council voted July 20 to approve a resolution setting parameters for the sale of general-obligation corporate-purpose bonds that staff said will finance flood-protection projects, ambulances, street-department vehicles and RecPlex field lighting.
Finance staff told the council the preliminary official statement outlines a proposed issuance of approximately $17,500,000 in general-obligation bonds, labeled series 2026A, and described the document as both a financial disclosure to investors and an accountability document for residents. "The preliminary official statement outlines the city's proposed issuance of approximately 17,500,000 in general obligation," the finance staff said.
The presentation noted routine edits to the preliminary statement and two policy-significant changes: new disclosure that the city anticipates additional borrowing in the future and clarification that tax-increment financing (TIF) revenues may be used to help pay principal and interest on these GO bonds though TIF revenues are not pledged for them. "Because these are general obligation bonds, they're backed by the full faith and credit of the city," the finance staff said.
Council members had only brief questions; staff said the statement is preliminary and will be updated before the official statement is published. The council then voted by roll call to approve the resolution setting sale parameters. The resolution does not itself authorize a final sale; staff will finalize the official statement and return with any final documents required for closing.
What happens next: staff will complete edits to the preliminary official statement, publish a final official statement on the posted schedule, and proceed with actions required to offer the bonds under the parameters approved by council.
