County staff reported to the board that a check for $8,419.75, written to SWCA Incorporated for work under the Community Wildfire Protection Plan (CWPP), was mobile-deposited after apparently receiving a fraudulent endorsement. Staff said the check cleared and that they have submitted a police report and are working with Stockman Bank to recover funds; staff also discussed filing a USPS claim because the check was mailed.
Speaker 8 described the sequence to commissioners: the bank-clearing items show the amount left the county account, staff have provided supporting documentation to the bank and the bank will pursue recovery through the receiving bank. Staff said they will not reissue payment until the recovered funds are returned. The board discussed who should file additional incident reports; staff indicated they had or would file whatever the bank and law enforcement need to pursue the case.
The county flagged the matter for minutes and asked staff to provide the check number (32254) and internal issue identifier (Issue 52025) to law enforcement and the bank to aid tracing. Commissioners emphasized the bank’s role in recovering the deposit from the receiving institution and asked staff to avoid reissuing funds without bank confirmation.
