The council asked staff to notify the offerors and to consider alternative proposals such as walking trails that could serve dog owners without creating enclosed dog‑park maintenance needs.
On nuisance barking, residents said multiple dogs barked consistently and asked about enforcement. Council members pointed to existing municipal code provisions (disturbance of the peace, nuisance animals, and a $100 penalty provision) and directed neighbors to file complaints with the contracted law enforcement agency; the council tabled further action and said enforcement should follow the established complaint protocol.
