Members discussed alternatives for awarding the license. Some voiced concern that an auction could award the license to a bidder with no concrete business plan and seemed to prefer an application-review approach that evaluates applicants’ proposed operations. "If somebody has a good plan, that's kind of where I would be looking at," one council member said, arguing for consideration of applicants' business plans rather than highest bid. The council asked staff to draft application language, consult the city attorney for formality, and return with recommended wording for the public notice and application process.
The council did not select a licensee at the meeting; the action was to authorize staff to begin the public-notice and public-hearing process required before any license issuance.
