Council approves first reading of franchise agreement with CenterPoint Energy
Summary
On a unanimous first reading the Brooklyn Park City Council approved an ordinance granting CenterPoint Energy a franchise to occupy rights-of-way to distribute and maintain gas service; city staff said CenterPoint is the city's sole gas-provider and the prior franchise dated about 20 years.
City Engineer Culver told the Brooklyn Park Council that the proposed ordinance grants CenterPoint Energy the authority to occupy public right-of-way, and to construct, operate, repair and maintain natural-gas distribution facilities in the city.
Council Member Nicole Klonowski asked about the duration of the prior agreement and whether alternative providers existed. Culver said the previous franchise dated roughly 20 years and that CenterPoint is the only company providing gas service in Brooklyn Park.
Mayor Winston opened and closed the public hearing at 6:38 p.m. after hearing no public comment. On motion by Klonowski and second by Eriksen, the Council waived the reading and adopted the ordinance on its first reading by unanimous roll call.
The ordinance grants CenterPoint specified rights to occupy the right-of-way and to perform necessary construction and maintenance for gas distribution; no competing provider was identified during the hearing.
