Yelm unveils preapproved ADU plans to speed construction and cut some fees

Chris, identified at the meeting as Yelm's building official and fire marshal, described a regional preapproved accessory dwelling unit (ADU) plan program intended to reduce costs and speed permitting for homeowners who want to add smaller rental or family units.
"We would give them an aerial... this is the thousand square foot option, the 800 square foot option, and they can draw that for us so we can review it," Chris said, summarizing the feasibility-first approach and the range of unit sizes (examples shown: 1,000 sq ft, 800 sq ft two-story, 600 sq ft, 480 sq ft).
Under the program Chris described, applicants using preapproved ADU plans would not pay a plan-review fee for those sets, ADU traffic impact fees would be eliminated, and school, fire and water/sewer connection charges (system development charges) would be reduced by 50%. Chris said a modest utility site plan review fee (an example figure of $54 was cited during Q&A) would be charged to ensure applicants are serious and to limit wasted staff time.
Members of the public asked about sewer and well/septic connections for annexed properties. Chris and staff said feasibility would be checked in a utility site plan review; if city water and sewer are available a new ADU must connect, and county environmental health handles septic and well approvals. Staff said full blueprint-level plan sets would not be broadly posted online to avoid misuse; homeowners who demonstrate feasibility will receive plan sets or floor plans and staff expects to publicize the program on the City of Yelm website and social channels.
The commission received the presentation as information; the ADU program as described is a staff initiative to reduce barriers to accessory housing and expedite permit review, and staff will follow up with website materials and application details.
