Council OKs several summer events, accepts Shriner Club donation of 133 pool passes

The Torrington City Council approved multiple special-event permits and accepted a local donation at its July 7 meeting.
Representatives of the Torrington Shrine Club told the council they purchased 133 pool passes to work with the Department of Family Services, and Shea Bates urged the community to "remember that if misfortune ever befalls on our local children, to keep them in mind." Rhett Breedlove of DFS thanked the Shriners and said DFS and its clients appreciate the donation.
The council approved a Sonrise Church breakfast and worship service on Aug. 16 at Pioneer Park and waived the permit fee; Chief of Police Johnson said the indemnification agreement had been submitted and that the event was not expected to require additional city services. The council also approved a permit for The Hometown Hustle 5K on Aug. 8, including a requested waiver of the fee and a temporary road closure of East M Street between the north edge of the Black Hills Energy property and East 13th Avenue. Chief Johnson told the council that nine volunteer positions will staff the route and that two positions at Main Street and the Overpass must be filled by trained first responders; if volunteers are not available, the applicant must contract with the Torrington Police Department. The council approved the Hometown Hustle permit, waived the fee, and required the applicant to reimburse the city $132 for barricade delivery and pickup.
Council also waived the fee and approved a permit for the 2026 Goshen County Fair Parade on July 30, requested by the Torrington Volunteer Fire Department.
All special-event permit motions carried unanimously.
