Torrington awards $1.43 million water plant generator contract to local firm

The Torrington City Council unanimously approved awarding the FY27 Water Treatment Plant Diesel Generator System Project to Allen & Company Electric (ACE) for $1,386,028 and reserved $45,047 for contingency, matching the $1,431,075 CDBG grant approved earlier this year.
Director of Public Works Eric Harkins told the council ACE proposed two generators — a 450 kW unit and an 800 kW unit — that would provide redundancy and allow the plant to maintain operations even if one generator fails. "ACE’s proposal provides redundancy in the system, should one of the generators fail, the other could provide at least part of the load for the WTP," Harkins said. He also said ACE’s bid includes a five-year warranty.
Harkins said the earlier, higher-cost proposals exceeded available CDBG funding, so staff reduced the project scope to the WTP, re-advertised, and received four proposals; ACE and Goshen County Construction were the only respondents proposing two-generator solutions. Harkins said CDBG staff concurred with the recommendation to award to ACE. The project is scheduled to be substantially complete by June 30, 2027.
Councilman Deahl moved to award the project and approve an agreement for professional services; Councilman Kelly seconded and the motion carried unanimously.
The award will allow the city to proceed with contract execution and project mobilization under the CDBG grant. Council materials state the ACE proposal is intended to supply sufficient current to fully operate the entire WTP rather than limiting which pumps or equipment could run during an outage.
