Alice council approves resolutions and updates to pursue TWDB funding and tighten grant oversight

The City of Alice council on July 21 adopted a set of routine resolutions and policy updates required for state grant applications and federal-grant compliance.
Staff (speaker 9) described the actions as standard application requirements for the Texas Water Development Board and said the application window requires certain affidavits and policy language. "This is just a routine for the Texas Water Development board grant that we will be applying for on July 30," staff said. Councilors had no substantive questions and approved the resolution to request TWDB assistance and authorized the city manager to sign related documents.
Council also authorized the city manager to execute a water-rights affidavit and the application affidavit required for the TWDB submission. Separately, the council approved updated financial policies and procedures for federal grant contracts to ensure receipt, disbursement and accounting comply with applicable laws and grant requirements, and adopted grant-oversight policies requested by the General Land Office to ensure labor-standards compliance.
The items passed by voice vote with councilors expressing support for added oversight language. Staff said these changes are intended to ensure grant compliance and to keep the city eligible for state and federal funding.
