Mexico Beach council approves $4.333 million jetty contract after FEMA boost

Bob told the council FEMA had obligated additional funding after a benefit-cost analysis: “it was finally obligated, not for the old price at 2,700,000, but the new price at 4,267,000.” He said a subsequent pricing update brought the contract price to $4,333,000, “That is only a 1.5% increase. That is a $66,296.33 increase.” Bob recommended the council approve GCUC and said a 200-day construction period would follow issuance of the notice to proceed.
The item prompted questions about work staging and impacts on beachgoers. One councilor asked whether construction would interfere with summer beach traffic; councilors and staff discussed staging possibilities including the city-owned lot on Canal Parkway and potential use of adjacent Saint Joe property as a temporary staging area. Council members also asked whether work would reduce recurring dredging costs; Bob said the benefit-cost analysis showed the project would “save an enormous amount of money in the time and expense of dredging in the future.”
After discussion, a councilor moved to approve the jetty contract with Gulf Coast Utility Contractors for $4,333,000 and another councilor seconded the motion. The council responded in roll call with the names read by the chair: Mister Tosadi: Yes; Miss Logan: Yes; Mister Cox: Yes; Miss Magnus: Yes. The chair declared the motion approved.
The council and staff noted construction likely will be timed to avoid peak fishing season, with an anticipated start after Labor Day pending contractor insurance and a pre-construction meeting. Bob said staff will address staging details and finalize timing in advance of issuing the notice to proceed.
Next steps: staff will complete the pre-construction meeting with the contractor, confirm insurance and staging arrangements, and issue the notice to proceed when conditions are met.
