The Currituck County Board of Commissioners on July 20 approved an ordinance to create a five‑member Library Advisory Board after the Eastern Albemarle Regional Library (Earl) dissolved and the library became a county department.
County legal staff explained that the board of commissioners has the authority under N.C. Gen. Stat. 153A‑76 and 77 to create advisory boards for county departments. The ordinance sets membership at five voting county residents appointed by consensus of the commissioners, and designates the county librarian (or designee) and one member of the Board of Commissioners as nonvoting members. Advisory board members will receive $50 per meeting, consistent with other county advisory boards.
Staff noted the ordinance requires unanimous action for final adoption because of a current vacancy, so the board approved the ordinance language with consensus appointment language and indicated it will be formally adopted at the next meeting when statutory conditions are met.
Why it matters: With the regional library entity dissolved, library governance is now a county function; the advisory board will formulate program and policy recommendations to the library director and make suggestions to the Board of Commissioners about facilities and services.
