Parkston council approves multiple routine measures, hires summer pool staff and moves on Pond grant

At its April 14 meeting the Parkston City Council approved routine minutes and claims, hired summer pool staff at specified rates, accepted a donated foam sprayer for the lagoon, authorized advertising to bid a street paving project, and approved a resolution to pursue a 50/50 Land and Water Conservation Fund grant for a new Pond bathroom.
The Parkston City Council met April 14 and approved a slate of routine administrative items, infrastructure steps and personnel hires.
Council unanimously approved the March 10 regular minutes, March 16 equalization minutes and the March 2026 claims and payroll. The council also approved a number of vendor payments and payroll line items presented by finance staff.
On infrastructure, the council voted to advertise for bids to asphalt Teek Street and roughly 200 feet of West Sycamore Street after a request from Ethan Coop Lumber. The council voted to draft a resolution in support of installing lighting along Highway 44 after hearing that the South Dakota Department of Transportation would install the lighting at DOT expense but that the city would assume maintenance and electricity costs going forward. The right‑of‑way application allowing Santel to install new fiber optic cable was approved.
The council approved a resolution authorizing the city to sign the governing‑body certification needed to pursue a 50/50 Land and Water Conservation Fund grant for a new bathroom at the Pond; if awarded, the city would provide the required match. The council also accepted a donated Foam Sprayer System from Triple Point for the lagoon and approved Amendment No. 2 to the professional services agreement on the Airport Project.
In recreation and parks action, council approved leasing the Pond concession stand to the Lions Club and approved a $3,500 donation to the Parkston Youth Baseball/Softball Association (PYBSA). The council approved installing Wi‑Fi at the Amphitheater with the Commercial Club covering installation and equipment costs while the city pays ongoing internet service. Following an executive session on lifeguards and wages, council approved hiring a list of seasonal pool staff and managers at specified hourly rates, including Kyla Konfrst as manager at $18.00 per hour.
Other items approved included a sidewalk repair near the library (subject to a final quote), leasing the sugar shack to Jen Leischner for $125, and approving the detailed claims and payroll presented for March.

The council set a public hearing for the Malt Beverage and South Dakota Farm Wine renewal for May 12 at 7:15 p.m. and recorded receipt of the landfill inspection report, which docked the city in only two minor areas.
