CDD reviews NPDES reporting and storm‑surge resilience as it approves storm cleanup work

Mark Zordan presented the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report and said Lee County reviewed and approved the document; it will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Staff noted an anticipated new permit cycle, and that sampling and reporting requirements may change in future years. A Johnson Engineering representative attends bi‑monthly Lee County NPDES meetings and forwards minutes to the district manager.
Separately, Eric Long described a multi‑year storm surge resilience plan Pelican Sound is developing, including consideration of an advisory/review panel and intergovernmental coordination; he asked the CDD to designate Board and staff representatives to assist. Long cited a hypothetical study scenario in which a 10‑ to 12‑foot storm surge could flood an estimated 45%–55% of the community and said addressing resilience may take up to 10 years and coordination with state, county and village agencies.
For immediate storm cleanup, the Board ratified an emergency authorization for Precision Cleaning, Inc. to perform street sweeping; staff reported eight loads of debris and eight sweeps completed. The Board approved a one‑time payment of $1,475 and authorized staff to add week‑to‑week cleanings for the next month as needed.
No new NPDES permit was issued at the meeting; staff will monitor regulatory developments and report back when the new permit language and sampling requirements are known.
