The Oskaloosa City Council voted to award the Burlington Road reconstruction contract after staff reported the low bid totaled $893,853, which staff said came in approximately 17.6% below the engineer's estimate.
Staff presented the project scope: remove the existing surface of Burlington Road (South 15th to South 17th) and related segments, replace the water main in the same location, install storm sewer infrastructure, construct a 20-foot PCC roadway, and add sidewalk along the east side of South 15th Street. The engineer's estimate for Division 1 was recorded in the meeting as $772,455 and Division 2 at $312,575; staff reported the low bidder's allocation to the city at $636,888 and $296,965 to the Oskaloosa Municipal Water Department.
Staff recommended award to the low bidder (identified in the meeting record as Drish) and requested a $65,000 contingency administered by the city manager. The council moved, seconded, and approved the award by roll call; staff indicated a notice to proceed would be issued around Aug. 3 with an expected completion date in November 2026.
