The River Ridge Community Development District Board appointed longtime Pelican Sound resident Keith Merrill to the vacant Seat 1 and then adopted a resolution reorganizing Board officers.
At a regular meeting Oct. 22, Chair Bob Schultz nominated Merrill to fill the unexpired term through November 2026; the nomination was seconded by Robert Twombly and approved unanimously. Mrs. Adams, a notary, then administered the Oath of Office to Merrill.
Shortly afterward, the Board considered Resolution 2025-01 to elect and remove officers. Kurt Blumenthal nominated the slate that retained Bob Schultz as chair, named Terry Mountford vice chair, kept Kurt Blumenthal and Robert Twombly as assistant secretaries and added Keith Merrill as an assistant secretary while removing James Gilman from the roster. The resolution was moved, seconded and adopted with unanimous approval.
District Counsel Tony Pires and Mrs. Adams reviewed post‑appointment requirements for new supervisors, including required ethics training, Form 1 disclosure, Form 8B memoranda of voting conflict, the Sunshine Law and public records obligations. Mrs. Adams also outlined limits on the use of CDD email and electronic communications.
The Board did not record any dissent during the votes; actions were carried 'with all in favor.' The Oath and ethics materials will be provided to Merrill as part of the onboarding package.
