Property owner declines MOU; council records Dec. 9 deadline for 139 S. 14th Ave.

City Administrator Dan Knoell presented a proposed Memorandum of Understanding Oct. 26 that the mayor would sign with property owner Greg Barker to memorialize terms for resolving nuisance and safety issues at the Lot and House at 139 South 14th Avenue. Knoell said the MOU would have extended the project deadline to June 1, 2022 if Barker signed.
Barker declined to sign the document, telling the council he intends to build a larger addition that would exceed the June 1 timeline. Councilmember Jacob Holcomb said he would encourage Barker to sign the MOU. Councilmember Chris Myers told Barker the council appreciated his efforts but that it needed progress and accountability and said no further extensions would be granted. City Attorney Jason White also encouraged Barker to sign. Because Barker refused to execute the MOU, the council recorded a new final completion deadline of Dec. 9, 2021 for full project completion at the property.
