Wymore City Council approves demolition follow-up, alcohol permit and CDBG services agreement

At its Jan. 17 meeting the Wymore City Council reviewed demolition bids for the former Gambles building and authorized staff to pursue a deconstruction grant, approved an alcohol permit for Jan. 27, signed a professional services agreement tied to CDBG 23PWI012, and certified the Volunteer Emergency Responders Incentive Act.
The Wymore City Council met in open session on Jan. 17, 2024, and approved routine minutes and financial items before taking action on several local items. Mayor Collin Meints called the meeting to order at 7:00 PM; council members Max Allen, Sue Sapp and Curt Oblinger were recorded as present.
The council reviewed bids for demolition of the former Gambles building. Tim, described in the minutes as a city staff member, told the council the Tiemann bid was based on current dump fees and therefore subject to change. The minutes say City Attorney Andy Carothers had spoken with Steve McNulty at NDEE about a possible deconstruction grant and that Carothers will proceed with pursuing that grant. The council did not record a final authorization to demolish at this meeting; minutes show council discussion and continued follow-up on grant opportunities.
Council approved routine administrative items: prior meeting minutes, the treasurer’s report, and claims and payroll, as recorded in the minutes. The minutes record separate action on check #27891; they state the council approved the check and also note that Curt Oblinger abstained while Mayor Meints voted yes. The minutes also repeatedly record motions as "Motion carried 3-0"; the meeting record contains an internal inconsistency on the precise vote tally for the check in question (see audit).
In public comment, Council member Sue Sapp thanked city crews for extended snow removal efforts; Mayor Meints also thanked staff. Mark Meints asked that the discontinuation of free cable service from Zito to the city offices and the fire department be placed on a future agenda.
Mitch Mullins demonstrated Power Manager for the council. The council asked Mullins to provide a second quote that includes inventory and account reconciliation details.
The council approved a request from Kandi Behrends to serve alcohol at the community center on Jan. 27, 2024. A motion to permit alcohol service was made by Max Allen and seconded by Sue Sapp; the minutes record the motion as carried.
Council approved a motion allowing Janet to host the February SEACA meeting and to attend SEACA meetings in April, August, October and December 2024. The council also approved travel for Krystal Rutti to attend the Mid-Winter Conference.
On a motion by Max Allen, seconded by Sue Sapp, the council authorized signing a Professional Services Agreement with SENDD related to CDBG 23PWI012.
Mark Meints presented the annual Volunteer Emergency Responders Incentive Act certification, which requires volunteers to accumulate 50 points to be eligible for the incentive; the council approved the certification.
The minutes show a motion by Sue Sapp to adjourn; the meeting ended at 8:06 PM. The minutes were signed by Mayor Collin Meints and Deputy City Clerk Krystal Rutti.
