Appling County manager reports SPLOST wrap-up, paving schedule and upcoming Veterans Day parade; hospital and facilities report routines

County Manager Al Meadows told the board the county’s 2018 SPLOST collections will end Dec. 31, 2023, and the 1% SPLOST for 2024 will begin Jan. 1, 2024. Meadows said the county will publish a nontechnical report before Dec. 31 listing completed projects, revenue, expenditures, unfinished work and estimated completion dates.
Meadows provided paving updates tied to 2023 TIA projects: Nails Ferry and Ten Mile roads are being paved and scheduled for completion by Dec. 31, 2023; Crosby Chapel Road work is scheduled to finish in mid-December; and the Aquatic Center parking lot paving is scheduled to begin in about two weeks with completion expected by Dec. 31. He said auditors from Harris and Company are conducting the county’s 2023 audit, including the 2018 SPLOST, with formal results expected in the first quarter of 2024.
Meadows also reminded residents of a Veterans Day Parade on Saturday, Nov. 11, 2023, with a program at 11:00 a.m. on the west Courthouse lawn; parade contact information for veterans was provided in the minutes.
Andrea Graham, CEO of the Appling County Hospital Authority, gave a quarterly update saying the hospital is working to bring specialty services to the community, completed an admissions/bathroom project in October, hired a new nursing home administrator, reported the Pavilion had no recorded falls for 30 days, and plans a cafeteria grand reopening Dec. 1 and several community fundraisers.
Buildings & Grounds Supervisor Dwight Watts said his crew is replacing annex lightbulbs with LEDs and estimated the change should save roughly $500 per month at the annex; he said staff have used a recently purchased lift on multiple county properties and was reminded to add county decals to trucks and the lift. Road Department Supervisor Brooks Johnson said the second round of litter pickup was about 60% complete and gave updates on roads currently being addressed.
The board made no further actions on these reports at the meeting; the items were informational updates and will be tracked in county reports.
