Appling County residents press commissioners for a vision; contractor questions recent LMIG bid award

During the public comment period at the Nov. 7 meeting, resident John Mitchell told the Appling County Board of Commissioners he is concerned the board lacks a long-term vision and offered specific proposals including staffed fire stations at the county’s four corners, relocating fire apparatus, an ordinance governing UTV/ATV travel on county roads and tighter controls on older mobile homes being moved into the county for safety reasons. Mitchell said citizens "have full confidence in the County Manager" and asked the commission, "Where do we go from here?"
Steve Raffield, vice president and division director of Scruggs & Co., told the board Scruggs has completed more than $10 million in work for the county in the past decade and frequently hires local labor. Raffield said Scruggs was surprised to be overlooked for a local portion of LMIG road work and told the board his firm’s bid was $42,000 lower than the awarded bidder; when commissioners asked how many local employees Scruggs had they could not get a concrete number from Raffield.
Board members acknowledged the comments but did not make new policy decisions at the meeting. The public input raised questions the commission may address in future agenda planning or procurement reviews.
