Pierre commissioners unanimously approve consent items, runway change order and set June 2 election date

At its Jan. 6 meeting the City of Pierre Board of Commissioners unanimously approved a bundle of routine and project-related items, including payroll and vendor claims, a personnel wage adjustment, airport contract housekeeping, and an intergovernmental election agreement.
The consent calendar passed on a motion by Commissioner Huizenga, seconded by Commissioner Lerseth; it included approval of the Dec. 23, 2025 minutes and an hourly wage adjustment for Electric Department apprentice Karson Nieman to $38.43. A lengthy list of vendor claims and contract payments was included in the record.
Amanda Bachman, representing South Dakota State University, asked to serve alcohol at the SD Discovery Center for SDSU/Brookings Day on Jan. 21, 2026 from 5 to 7 p.m.; Commissioners approved that request on a motion by Commissioner Huizenga, seconded by Commissioner Lerseth.
Caleb Huizenga, the city’s staff engineer, asked to advertise bids for the 2026 Aggregate Base Course; the bid opening was scheduled for Jan. 29 at 4:00 p.m. Commissioners Johnson and Reitzel moved and seconded approval to advertise the bid.
Airport Manager Casey Pamperien presented Morris Inc. Change Order #4 for the Runway 13–31 Project, explaining additional quantities for light spacers and sealant were required. Change Order #4 increased the contract by $3,012.06, bringing the contract total to $7,140,973.49; the commission approved the change order and authorized the mayor to sign related documents.
Finance Officer Lacey Walz designated the Daily Capital Journal as the city’s official newspaper for 2026 and presented a list of official depositories (American Bank & Trust, Bankwest, Colliers Securities, First Dakota National Bank and First National Bank); both designations were approved. Walz also presented the 2026 Combined Election Agreement to hold joint elections with the Pierre School District and Hughes County, with costs to be split among entities required to hold elections in 2026; the commission set the election date as June 2, 2026.
All motions recorded in the meeting minutes passed unanimously. The meeting adjourned at 5:53 p.m.
