Steuben County Council OKs transfers, grants and salary ordinances; appoints EDC member

At its Dec. 9 meeting the council approved multiple transfers and grants (including a $25,000 overtime transfer and a $3,027.28 inter-fund transfer), adopted salary ordinances, approved year-end auditor resolutions, and appointed Eric Prall to the county Economic Development Corporation.
The Steuben County Council conducted routine year-end business on Dec. 9, approving several transfer requests, grants, resolutions and salary ordinances during its regular meeting in Angola.
Key approvals included a $25,000 transfer to cover projected overtime for the Telecom Tech overtime line (moved by Eric Prall; seconded by Christina Cress; vote 6-0), and a Title IV-E reimbursement grant submitted by Chief Public Defender Foy McNaughton (moved by Bill McClanahan; seconded by Lisa Aldrich; vote 6-0). Michelle Milholland, representing the Surveyor’s Office, received council approval for an inter-fund transfer of $3,027.28 to zero out an outstanding reconstruction balance from a 2009 loan (6-0). The council also approved an Ozark Street crossing closure grant presented by Highway Engineer Chip Porter; the railroad will cover 100% of closure costs and the county will incur no cost (6-0); the grant will be presented to the County Commissioners for final acceptance.
The council approved two resolutions giving the Auditor authority for year-end transfers (Resolution No. 12-2025-02 and No. 12-2025-03) by a 6-0 vote. Salary Ordinance No. 1056 (Highway On-Call Pay) passed its third reading 5-1 and was adopted; County Councilors then approved 2026 Salary Ordinance No. 1059 with Exhibit A after suspending rules for a third reading (suspension passed 4-2; final vote 4-2). The minutes note discussion on surveyor compensation (the Executive Board determines surveyor pay under Indiana Code) and that Exhibit A was amended to add the update.
The council unanimously appointed Councilman Eric Prall to the Steuben County Economic Development Corporation board (6-0). County Recorder Dani Parrish’s Recorder’s Perpetuation Fund sworn statement was acknowledged as a standard year-end procedure (6-0). The council received several emailed reports and notices, including an item on Indiana’s changing property tax system and monthly reports from the Coroner’s Office and Community Corrections.
The meeting adjourned after noting two items of new business: the January 2026 legislative conference and property tax concerns stemming from legislative changes.
