Council advances ordinance to add child educational activity leave and create limited flex time for exempt employees

The Steuben County Council voted on Dec. 9 to advance Ordinance No. 1061, a change to the county Personnel Policies Handbook that would add Child Educational Activity Leave pursuant to Senate Bill 409 and formalize a flex time policy for exempt employees.
HR Administrator Erin Schiffli presented the ordinance. It would implement Child Educational Activity Leave consistent with Senate Bill 409 (effective July 1, 2025; expires July 1, 2029) and permit exempt employees to 'bank' up to 20 hours of 'excess benefit time' after working at least two hours beyond their normal work week. The banked time would not roll over annually and would not be paid out upon termination, per the ordinance text included in the meeting packet.
On initial consideration the council approved the ordinance by a 5-1 vote. Councilwoman Christina Cress cast the lone dissenting vote. Because the ordinance did not receive a unanimous vote at first consideration, the measure will return to the council for second and third readings and final adoption at the January 2026 meeting.
