South Barrington board approves IT contract, hires code enforcement officer and extends temporary executive powers

The Village of South Barrington Board of Trustees on Feb. 10 approved a package of routine administrative and operational measures, including a staff appointment, an IT services contract, an intergovernmental PACE agreement, amended utility rates and an ordinance extending temporary executive powers.
Mayor Paula McCombie called the meeting to order at 7:31 p.m. and, after roll call by Deputy Clerk Melissa Moeller confirmed a quorum, the board approved the minutes of its Jan. 13, 2022 meeting and several financial items. The board approved Warrant Run #1 in the amount of $31,675.18 and amended and approved Warrant Run #2 for $215,083.74; those motions passed on roll call votes with Trustees Joseph Abbate, Edgar Alvarado, Bernard Kerman and Hina Patel voting yes and Trustees Stephen Guranovich and Anthony Stagno recorded as absent.
The board ratified the appointment of Jonathan P. Schroeder as a full‑time Code Enforcement Officer/Public Works Coordinator. The motion to ratify Schroeder's employment was moved by Trustee Bernard Kerman and seconded by Trustee Joseph Abbate; the roll call vote was 4‑0 with two absences.
Trustees also approved a resolution authorizing execution of an agreement with Client First Technologies to provide information technology management services for the village. That motion was made by Trustee Joseph Abbate, seconded by Trustee Bernard Kerman, and approved by a 4‑0 roll call with two absences.
The board approved an intergovernmental agreement with Barrington Township and Cuba Township to provide the village's contribution under the local share agreement with PACE for senior/disability bus service. Trustee Bernard Kerman moved the resolution and Trustee Hina Patel seconded; the motion passed on a 4‑0 roll call with two absences.
On ordinances and rates, the board adopted an ordinance extending temporary executive powers pursuant to 65 ILCS 5/11‑1‑6; the motion was made by Trustee Bernard Kerman, seconded by Trustee Joseph Abbate, and approved on a roll call vote. The board also approved a resolution amending certain sewer and water utility rates for the village; that motion was moved by Trustee Hina Patel and seconded by Trustee Joseph Abbate and approved by roll call.
Committee and staff reports were brief. The Architectural Control Commission approved signage changes for the AMC building and a residential at‑grade spa; the plan commission indicated a public hearing on the Hillwood development would be scheduled in the coming months. Building Officer Mike Moreland, Village Engineer Natalie Karney and Chief of Police Thomas Roman submitted reports and gave brief updates; no additional board action was taken on those items.
Mayor McCombie invited public comment; none was offered. With no further business, Trustee Bernard Kerman moved to adjourn at 8:18 p.m.; Trustee Joseph Abbate seconded and the motion carried.
