Appling County signs LMIG contract and uses American Recovery Fund to buy two motor graders

Appling County commissioners on Dec. 5 voted to accept the 2024 Local Maintenance and Improvement Grant contract with Georgia Asphalt Producers and to fund two previously ordered CAT 140M motor graders with American Recovery Fund dollars, County Manager Al Meadows reported.
Meadows said Roberts Civil Engineering and county staff reviewed and cleared the LMIG contract for signature; commissioners noted a minor $0.03 discrepancy in the contract amount that will be initialed. The county had ordered two 140M motor graders in March. Meadows provided unit pricing and trade-in values, reporting final net prices of $280,621 for the first grader and $200,621 for the second for a combined net cost of $481,242. He told the board the graders were budgeted in the 2023 budget and auditors recommended using the more restrictive American Recovery Fund (balance reported as $1,625,941.74 on Nov. 28, 2023) to cover the purchase.
Commissioner Charlie Leggett moved to approve purchase funding from the American Recovery Fund; Commissioner Randy Sellers seconded and the motion passed unanimously. Meadows said the first grader is in transit from Brazil and scheduled for delivery in early January 2024 with the second expected about 30 days later. The board also received routine road project updates and temporary closure dates for paving work.
