Water, sewer and departmental updates: delinquent accounts, flushing and upcoming Dump Day

The Town of Proctor used its Sept. 9 meeting to address water and sewer operational items and to hear departmental reports.
At 7:23 p.m. the Selectboard adjourned and convened the Board of Water Commissioners. The Town Manager provided a handout of delinquent accounts and DPW reported efforts to locate properties for possible shutoffs. The board recorded no additional action beyond receiving the update.
At 7:28 p.m. the Board of Sewer Commissioners convened and reported that DPW had been flushing hydrants and performing sewer flushing; no other sewer business was recorded. The boards reconvened the Selectboard at 7:29 p.m.
Departmental reports in the meeting packet included a sheriff's report (4 tickets, 8 warnings, 0 arrests, fines totaling $1,040). Town Manager Judy Frazier summarized recent activities: mosquito spraying on Aug. 30; a meeting with the Vermont League of Cities and Towns (VLCT) risk manager about the Fire Station and awaiting an engineer's report; PW foreman drive-through for a paving project; participation in an active-shooter webinar; planning commission meeting attendance; beginning FY26 budget compilation and the annual report; timber harvest update; attendance at a CREAP meeting; and advertising for a DPW position.
The board also reminded residents that Dump Day is scheduled for Saturday, Oct. 5, 2024, 10:00 a.m. to 1:00 p.m., with hazardous waste available 11:30 a.m. to 1:00 p.m.; tickets will be required from the Town Office with proof of residency, and the first trip is free while a second trip costs $20.
What happens next: the minutes record operational updates and a schedule for Dump Day; delinquent accounts and any shutoffs remain under DPW and Town Manager purview and would return to the board if further action is recommended.
