Steuben County Council approves salary ordinances, IT reclassifications, grants and Sheriff contract

The Steuben County Council approved a series of personnel, contract and grant actions during its Oct. 14 meeting in Angola, including job reclassifications, salary-ordinance amendments and several appropriations.
IT department: Information Technology Director Nicci Colby asked the council to reconsider updated IT job descriptions. The council approved Salary Ordinance Amendment No. 1052 to reclassify IT positions: Systems Analyst (PAT D) at $60,939.84 and Cyber Security Analyst (PAT E) at $65,345.70, effective the pay period starting Oct. 16, 2025. Motions to suspend the rules and for second and third readings passed unanimously.
Highway department and equipment: Highway Engineer Chip Porter submitted a CCMG 2026 grant proposal for $1,000,000; the council authorized submission. The council approved an additional appropriation of $30,179.76 for highway fuel and oil (Fund No. 1176.22300.00000.0533) and an internal funds transfer totaling $88,438 to reallocate funds to machine/equipment, fuel and the Lead Mechanic position. The Lead Mechanic job description was reclassified and approved under Salary Ordinance No. 1054, with straight-time pay at $27.68 per hour and overtime at $41.52 per hour.
Prosecutor and Sheriff: Superior Court Judge William Fee submitted an additional appropriation request of $5,000 related to trial expenses; the council approved the request. The Prosecutor's office (Travis Musser and Nicci Upp) requested a part-time hourly wage range change to $20.00'$24.03; the council approved Ordinance No. 1055 and completed second and third readings the same day. Sheriff Rodney Robinson presented a General Service (Spillman) contract converted from a county position to a contracted service; the council approved the contract and a related $10,725 transfer to professional services/accounts to fund it. Sheriff Robinson also received approval for a $20,000 additional appropriation to cover projected fuel costs to year end.
Grants and public health: EMA Director Lee Greenamyer's request to appropriate $24,304 from Fund No. 8156 for the FFY23 BRIC MHMP project was approved unanimously, and WIC Coordinator Debbie Lewis had the WIC department's state-approved FY2026 budgets (Fund No. 8212: $335,209.14 and Fund No. 8214: $28,020.69) accepted for appropriation.
Votes and next steps: Most motions passed unanimously unless noted in the council minutes. Salary Ordinance Amendment No. 1056 (on-call pay policy for the Highway Department) received initial approval but a motion to suspend the rules failed, so the item will be submitted again at the Nov. 12 meeting.
