Rhea County commissioners approve $12,000 hotel/motel grant for rodeo, reappoint 9-1-1 board members and clear fairgrounds use

At its July 15, 2025 meeting, the Rhea County Board of Commissioners unanimously approved a $12,000 hotel/motel tax sponsorship for a two-night rodeo, reappointed three members to the county 9-1-1 board through August 2029, hired a broker to sell county properties, and permitted JROTC camping at the fairgrounds.
The Rhea County Board of Commissioners met July 15, 2025 at the Phil Swafford Building and unanimously approved a $12,000 allocation from the hotel/motel tax fund to sponsor a two-night rodeo run by the Rhea County Fair Board.
Commissioner Dunn moved and Commissioner Welch seconded approval of RESOLUTION #25-07-58, which the commission adopted by a vote recorded as "AYE: ALL, NAY: NONE." The funding was added to the agenda earlier in the meeting when Commissioner Cashman successfully moved to amend the agenda to consider fairgrounds use and the $12,000 sponsorship.
The meeting also included RESOLUTION #25-07-56, reappointing Susan Piolatto, Mike Neal and Jim Reed to four-year terms on the Rhea County 9-1-1 Emergency Communications District Board of Directors, with terms expiring in August 2029. Commissioner Cashman moved the reappointments and Commissioner Dunn seconded; the resolution carried with the commission recording unanimous approval.
Commissioner Stephens moved and Commissioner Francisco seconded approval of RESOLUTION #25-07-57 to hire real estate broker Teresa Congioloso and approve a listing contract, method and terms for selling county-owned properties acquired through delinquent tax sale. The motion passed by unanimous vote.
The commission also approved a Rhea County School–sponsored JROTC competition, permitting overnight camping at the Rhea County Fairgrounds on August 22–23, 2025, under RESOLUTION #25-07-59; the motion was made by Commissioner Cashman and seconded by Commissioner Francisco and carried unanimously.
Several procedural and administrative items were handled by vote: the board approved minutes for June 17 and June 30, 2025 (with a correction noted by County Clerk Linda Shaver regarding a typed name on an MTNG appointment), ordered Budget Amendment #134C (Fund 101, county general budget) and the Office of the Sheriff annual financial report for the year ended June 30, 2025 into the minutes, and authorized committee meeting minutes from several boards to be read into the record.
The commission approved bonds and notary commissions for Pat Cobb; Sadie Jade Wilkerson; Shelby Jo Cunningham; Holly Didona-Crump; Caitlin Fitzgerald; and Sheila Scott.
Two items were tabled for future consideration: a Sheriff's Department reserve account and drone insurance. Both were tabled by motions from Commissioner Cashman (with seconds as noted in the record) and carried by uplifted hand vote.
The meeting closed after the adjournment motion was approved by rising vote. The minutes and signed resolutions are appended to the official record.
