Board denies parole to dozens, grants conditional releases with GPS, PREP and halfway-house requirements

The Alabama Board of Pardons and Paroles denied parole for numerous inmates and imposed specific release conditions in several grants during its June 26, 2025 meeting in Montgomery.
Chair Leigh Gwathney presided as the Board moved through the daily docket. The minutes record denials for a large number of applicants (for example, Latoya D. Haley and Christopher M. Johnson were denied with reset dates in June 2030; multiple other denials were recorded with reset dates in 2026–2030 or with no reset date). The Board continued one case—Brian J. Samples—until August 5, 2025.
The Board granted parole to Marcus H. Vinson Jr. and to Charles E. Nelson with special conditions. For Marcus H. Vinson Jr., the Board required completion of the Perry County Probation/Parole Reentry Education Program (PREP), use of a GPS ankle monitor, placement in an approved halfway house and a drug assessment upon release. Charles E. Nelson’s parole was conditioned on PREP completion and GPS monitoring.
Victim advocates and county investigators are listed in the minutes as speaking against some paroles; the transcript identifies Bill Lisenby of VOCAL and Jackie Fowler, a victim services officer in the Attorney General’s Office, as frequent speakers opposing parole in several dockets.
