Alabama Board of Pardons and Paroles grants multiple full pardons; Hall’s pardon includes firearms relief and partial fine remission

The Alabama Board of Pardons and Paroles granted full pardons to a group of applicants at its June 26, 2025 meeting in Montgomery, restoring civil and political rights to multiple people and imposing one case-specific restriction and partial fine remission.

The decisions came during a docket review led by Chair Leigh Gwathney in which board members considered written materials and in-person statements from applicants and supporters. The Board approved full pardons for Clifton E. Shaddix, Sam Kiser Jr., Robbin H. Moore and Alex McRinna, among others.

Martinez K. Hall received a full pardon that included explicit relief from firearms disabilities and a partial remittance of the fine tied to the case. The Board recorded Hall’s supporters in the hearing and recorded the specific relief granted; the meeting minutes list the relief as both firearms-disability relief and partial fine remission.

Tarra L. Barron was granted restoration of voting rights only; Chester Peters’s pardon application was denied. The transcript records the Board’s action but does not show the detailed vote tallies for each motion.
