Boone County board approves $500,000 transfer to road fund, accepts health center audit and routine payroll

The Boone County Board of Commissioners on Feb. 25 authorized the Boone County Treasurer to transfer $500,000 from the General Fund (0100) to the Road Fund (0200) through the vendor claims process.

Chairman Jon Lindgren made the motion and Commissioner Matt Niewohner seconded; both voted yes. Commissioner Brian J. Yosten was absent. The board cited Resolution No. 2025-49, adopted Sept. 15, 2025, as the authorizing resolution for General-to-Road transfers.

The board also approved county payroll claims for the pay period Jan. 22–Feb. 21, 2026. Recorded fund-level totals included $139,076.95 charged to the General Fund and $95,751.78 charged to the Road Fund. The payroll claims were approved on a roll call vote of Lindgren and Niewohner; Yosten was absent.

Caleb Poore, president of the Boone County Health Center, and Rita Liss, the center's chief financial officer, presented the health center's 2025 audit. The board voted to accept the audit report.

Separately, the board approved a Stealth Broadband quote to upgrade the Extension Office's internet service from wireless to fiber at roughly $95 per month.

The board received no sealed bids for the county-owned fairgrounds lease advertised earlier this month. County Attorney Abbey DeBoyes and Chuck Rolf of the Boone County Ag Society discussed the 2023–2026 lease, which contains an auto-renewal clause, and whether a rebid is required when a lease is not terminated; the board voted to table further discussion until the March 9, 2026 meeting.

Dan Evans, the county road supervisor, presented quotes for a gooseneck trailer but the board tabled action on that purchase to allow research into licensing requirements.

The meeting adjourned at 12:00 p.m.; the next regular meeting is set for Monday, March 9, 2026.
