Alabama Board of Pardons and Paroles denies most parole requests, grants several pardons and conditional paroles

At its July 22, 2025 meeting in Montgomery the Alabama Board of Pardons and Paroles denied the majority of parole requests (setting reset dates for many), granted multiple pardons with restrictions and approved a handful of paroles conditioned on GPS monitoring and reentry services.
The Alabama Board of Pardons and Paroles met in Montgomery on July 22, 2025 and reviewed its daily parole and pardon docket under Alabama Code, Title 15, Chapter 22. Chair Hal Nash, with board members Darryl Littleton and Gabrelle Simmons present, recorded votes on more than 30 cases ranging from parole denials with reset dates to pardons that relieve firearms disabilities or habitual-offender consequences.
Board action focused on case-by-case decisions. The Board denied parole for Lazadenian N. White (AIS# 224640), setting a reset date of July 2030; denied parole for William D. Touchstone (AIS# 237639) with a reset date of July 2028; denied parole for Thomas Eccles (AIS# 334040) with no reset date; denied parole for Thomas E. Dixon (AIS# 163115) with a reset date of July 2029; and denied parole for Jimmy D. Walker (AIS# 250684) with a reset date of July 2028. Several other parole denials with reset dates were recorded throughout the docket.
The Board approved at least one parole with supervisory and program requirements: Rodney J. Brown (AIS# 290639) was granted parole with the conditions that he wear a GPS ankle monitor, participate in mental-health follow-up, accept a referral to Redemption Earned for reentry assistance and have no contact with the victim. Tina L. Jones (AIS# 324196) was granted parole conditioned on placement in an approved halfway house, GPS monitoring, referral to Prodigal Home for Women for reentry assistance, mental-health follow-up and a drug assessment upon release. Other parole grants with conditions included Nicholas P. Minor (AIS# 336794), Keenan X. Wynn (AIS# 207873) and Heather L. Spivey (AIS# 336891), each with combinations of GPS monitoring, reentry programming (Perry County PREP where specified), mental-health follow-up and drug assessments.
On pardons, the Board granted multiple requests. Notable pardon approvals included Anthony A. Burton (AIS# 136983) and Wayne Daniel (AIS# 166680), each granted pardons with restrictions noted in the record (relief from the habitual offender act and relief from firearms disabilities where specified). The Board also granted full or restricted pardons for several applicants (including Calvin L. Mitchell, Herman R. Odom Jr., Mark J. Sullivan, Danny L. Hillebrandt, Rhonda Mickler, Billy J. Helton and others), and denied the pardon application of Marcus Williamson (AIS# 189043).
The meeting record lists who spoke for and against individual cases — for example, family members and attorneys commonly spoke in support, and victim advocates (including Ky'Toria Lawson and Sarah Deneve, a victim services officer with the Attorney General's Office) frequently spoke against release.
