Town staff presented paving options and funding context at the Jan. 9 Montreat Board of Commissioners meeting as part of Hurricane Helene recovery planning.
Town Manager Savannah Parrish said staff had received a spot-by-spot paving quote of $431,000 while another bidder offered only an all-or-nothing bid for more than $700,000. Public Works Director Barry Creasman said prioritization would begin with the steepest streets and those easiest to maintain; staff listed a set of streets and several bridges and walking-path locations for consideration.
Parrish said several paving projects had been included in the town’s capital improvement program but those funds had been moved into the Hurricane Helene fund for repairs, and she noted the Hurricane Helene fund currently has a low balance. The board agreed to schedule a special meeting to consider paving projects alongside other storm-related projects after engineers complete damage assessments.
The board approved Budget Amendment #3 to transfer donations and a $50,000 WNC Community Foundation grant into Fund 29 (Hurricane Helene Repairs) and approved Budget Amendment #4 to move Christmas-lights donations into the current fiscal streets budget; the minutes record both motions carried 5/0.
