Town Manager Savannah Parrish told the Montreat Board of Commissioners on Jan. 9 that the North Carolina Department of Environmental Quality is offering a no-interest State Emergency Bridge Loan of $300,000 and a $200,000 technical assistance grant to help towns cover water-infrastructure cash-flow expenses following Hurricane Helene.
Parrish said the loan is intended only for water-infrastructure costs, may be repaid by 2030 or when reimbursed by a federal agency, and that disbursement may be requested retroactively to cover repairs already completed. She also noted the technical assistance grant can cover engineering and specialty services that town staff cannot provide.
The minutes show Commissioner Mason Blake moved to approve the resolution and accept the $300,000 loan and $200,000 technical assistance grant. The minutes do not include a recorded vote tally for that particular motion; other motions in the minutes explicitly record 5/0 outcomes where noted.
