Alabama parole board denies multiple paroles, grants several pardons and conditional paroles

Davis (AIS#827490) received a pardon with restrictions (relief from habitual-offender provisions and firearms disabilities); Dennis L. Debruce (AIS#149479) received a full pardon; and Bridget L. Norwood (AIS#827529) received a pardon relieving firearms disabilities. Marcus J. Fikes (AIS#199347) was granted parole with special conditions including completion of medication for opioid use disorder (MOUD), participation in the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring, NA/AA attendance, mental-health follow up and a drug assessment upon release. Scotty D. Gosa (AIS#312213) and Mary A. Ward (AIS#329947) were each granted parole with program and monitoring conditions; Martin J. Mitchell Jr. (AIS#308749) was granted parole conditioned on completing the Sand Mountain Day Reporting Center Lite program and related follow-up; and Timothy D. Strickland (AIS#307369) was granted parole with conditions including PREP, GPS monitoring and mental-health follow-up.
Victim representatives and advocacy organization representatives spoke on multiple cases. For example, Brenda Yavick and Frankie Williams (identified in the record as family of victims) addressed the board opposing parole for Stephen Harris and Kenneth E. Harris; Bill Lisenby of VOCAL and India Eaves (listed as VSO, Attorney General’s Office) appeared repeatedly as speakers opposing parole on multiple cases.
