Medina County commissioners approve personnel, finance and administrative resolutions; departments report program activity

Medina County commissioners on July 7, 2026, approved a package of routine personnel, finance and administrative resolutions and received department updates from Senior & Adult Services and Planning Services.
Human Resources Director Holly Muren presented two human-resources resolutions to approve personnel changes under county jurisdiction and to amend the table of organization for the Medina County Dog Shelter. Finance Director Brett Thomas presented a seven-item finance package that included amending appropriations for grant funds, expenditure adjustments, sales tax distributions to county districts, authorization for transfers into the Gasoline Rotary Fund, acceptance of a Motorcycle Ohio Grant for the Medina County Sheriff—ditor's Office, declaring excess county property, and allowing claims and authorizing issuance for a list of claims totaling $1,132,296.66. Commissioners moved and approved the personnel and finance packages by roll call with all commissioners voting AYE.
County Administrator Matt Springer presented three administrative actions: authorizing a request for qualifications for architectural and engineering services for county facilities; approving an agreement with Hasenstab Architects for design services related to the Sheriff—ditor's locker room renovation project; and authorizing an extension of a service and consulting agreement with the Fedeli Group, LLC for health benefits consulting and administrative services. Those measures were approved by roll call.
Department updates included a Senior & Adult Services report from Director Laura Toth: the Twin Sizzler fundraiser drew approximately 1,100 participants and sold out; the Farmers Market Coupon Program recorded 176 state applications with 29 seniors spending $1,309.64 of state coupons at the Medina Square Market and a supplemental county program issued $50 vouchers to 169 individuals (total $8,460 issued; $3,936 spent at local farms). The department is recruiting an additional Adult Protective Services worker and announced public events and a visit from State Representative Melanie Miller on Aug. 5. Planning Services Director Denise Testa reported active subdivision regulation review, an August Planning Commission agenda with 11 items, and three grant submissions totaling $1,756,000 (a $506,000 CDBG request, a $750,000 Lodi Neighborhood Revitalization request, and a $500,000 Lodi stormwater Critical Infrastructure request). Testa also said the PY25 CHIP release of funds has been approved and fair housing trainings were delivered to zoning staff.
The Board adjourned at 10:08 a.m.
