Louisa County supervisors approve deed transfer, EDA contract and SRO agreement

At their March 15 meeting the Louisa County Board of Supervisors approved Resolution 202217 to deed the former Public Health building to S & J Holdings LLC, signed an EDA contract related to the Tyson Expansion Project, and authorized a three-year 28E School Resource Officer agreement with the LM School District, among other routine approvals.
The Louisa County Board of Supervisors on March 15, 2022 approved a series of administrative and intergovernmental actions, including a resolution to transfer county property, an economic-development contract tied to a Tyson expansion project, and a three-year School Resource Officer (SRO) agreement with the LM School District.
Cole Smith of LDG told the board the EDA contract for the Tyson Expansion Project repeated information presented last fall and that “this was the final agreement to wrap things up.” The board approved signing the EDA contract on a motion by Supervisor Randy Griffin, seconded by Supervisor Chris Ball.
The board also signed Resolution 202217 to convey the county-owned former Public Health building to S & J Holdings LLC and to place the property on the tax assessment list. The resolution record lists Ayes from Chair Brad Quigley, Chris Ball and Randy Griffin and was attested by Auditor Sandi Sturgell.
Deputy Brandon Marquardt and LM School Superintendent Mike Van Sickle described the 28E SRO agreement as a three-year arrangement estimated at roughly $100,000 per year for the position. Van Sickle told the board the LM School District has agreed to pay $75,000, representing up to 75% of the estimated cost; the board approved the 28E agreement (motion by Ball, seconded by Griffin). Marquardt also presented an amendment to a 28E with the City of Wapello related to a police-department merger and said the city’s insurer sought clarification on workers’ compensation claims beginning April 1, when affected officers would become county employees; the board approved that amendment as well.
Other actions approved included the Sheriff and Secondary Roads union contracts for fiscal 2023; a Historical Preservation Grant application and agreement for Fairview Church; and a case-by-case allowance for Conservation staff to gift sick leave to a colleague whose child has a serious medical condition. The board also authorized a retirement payout for Steve Bell of $18,455.20.
During the meeting County Engineer Adam Shutt reported Secondary Roads crews were removing snow blades, readying mowers and beginning rock hauling as part of routine seasonal work, and he presented the department’s five-year plan. Deputy Marquardt presented two contractor estimates to remodel a former residence/shower area into office and break-room space—Evolve Contracting LLC at $32,732.00 and Shafer Construction LLC at $39,150.00.
The board examined and approved the county’s claims docket, which listed vendors and amounts for routine county operations. With no further business the meeting adjourned at 11:30 a.m.
